Collective Security Beyond the Security Council

If the Security Council cannot consistently perform its core function, what complementary architecture can reinforce rather than replace it? This paper examines how efforts of the Secretary-General, General Assembly mechanisms, regional bodies, and coalitions of willing states might be combined into a workable system. It also develops criteria for authorisation and action in the absence of great-power consensus.
