Deliberative Technologies in Afghanistan

This applied research focuses on the use of deliberative technologies to support inclusive dialogue among Afghan civil society actors operating under authoritarian constraints. The central research question guiding is whether deliberative digital technologies can enable Afghan civil society both inside Afghanistan and across large diaspora communities to generate inclusive, legitimate, and actionable policy recommendations even in the absence of functioning democratic institutions.
The project will produce (1) policy recommendations derived from deliberation on the “Common Principles: A Vision for Afghanistan,” (2) a co-authored case study documenting the methodology and findings, and (3) practical guidance for Toda’s wider research community on the use of AI-supported dialogue tools in highly constrained civic spaces.
This initiative deepens Toda’s exploration of dialogue as a peace practice in its own right and contributes rare empirical insight into how deliberative technologies function in exile, fragile, and non-democratic settings.
