Climate Change and Conflict

Bay of Bengal Climate, Peace and Security Dialogue

August 3 - 4, 2026

Colombo, Sri Lanka

This workshop aims to deepen the evidence base and foster cross-regional knowledge exchange, translating the action points from a 2025 Toda Peace Institute workshop into a rigorous, Bay of Bengal-centred agenda for climate, peace, and security research and implementation. TPI is pleased to be working with partners HD (Centre for Humanitarian Dialogue), adelphi and in knowledge partnership with UNDP in Sri Lanka.

The Bay of Bengal is one of the world’s most climatically and geopolitically sensitive maritime spaces. Environmental degradation, depleting fish stocks, and climate change are severely impacting the Bay. A high dependency on the marine environment of the Bay—one of the most densely populated regions on earth—poses a serious threat to littoral states in terms of food security, livelihoods, and economic development. Regressing resource availability is already generating tangible tensions: illegal, unreported, and unregulated (IUU) fishing is a major driver of maritime disputes and risks of escalation are increasing as stocks decline and competition intensifies.

This workshop, to be held in Colombo, aims to accelerate the translation of Climate, Peace and Security research and foresight into actionable regional policy.
